That’s why we’re looking for you: a People & Culture Manager who will give People & Culture a full-fledged seat at the management team table while also rolling up your sleeves and getting to work. You’ll continue to build out the HR organization, keep day-to-day operations running smoothly, and ensure that People & Culture grows alongside Covolt.
You will be responsible for HR policy, recruitment, cultural development, and facility management. You will bring structure and clear processes without stifling the entrepreneurial spirit, local differences, and energy of a scale-up.
In short: you’ll ensure that our people, organization, and culture can grow just as fast as our ambition.
About the Role
You build and maintain the organization that drives growth
As the People & Culture Manager, you serve as a strategic advisor to the CEO, the Management Team, and leaders within Covolt. You develop and maintain a strong and scalable HR foundation that works across the various countries where Covolt operates, while taking into account local laws and regulations as well as market-specific needs.
But this role goes well beyond strategy and policy. You’ll also ensure that day-to-day HR operations are well managed. This includes payroll, employment terms and conditions, personnel administration, onboarding new employees, fleet management, and addressing and resolving day-to-day HR issues.
First, you’ll ensure that the foundation is in place and functioning properly. From there, you’ll take on projects that help Covolt move forward. For example, improving onboarding, streamlining HR processes, developing talent and leadership policies, professionalizing performance management, or setting up People & Culture to support international growth.
This means you’re both a builder and a manager: you identify areas for improvement, take responsibility, and then ensure that the changes are actually implemented.
You are a member of the Management Team and actively contribute the perspectives of people, the organization, and culture to strategic decisions. You identify what Covolt’s growth requires and translate this into concrete actions, processes, and solutions.
In addition, you will be responsible for facility management. You will ensure a safe, professional, and pleasant work environment that aligns with Covolt’s way of working and can grow alongside the company’s international expansion.
What does your job actually entail?
You will build the People & Culture function for Covolt's next phase of growth
HR Policy & Organizational Development
- Develop, implement, and maintain Covolt's central HR policy.
- Building a scalable HR operating model with appropriate processes, systems, and procedures.
- Ensure that day-to-day HR operations are and remain in order: personnel administration, payroll, employment terms and conditions, contracts, and HR processes.
- Developing and maintaining employment terms and conditions, the job classification system, compensation, incentives, and absence and performance management.
- Ensure consistent HR processes and employment terms, while allowing for local flexibility and differences in labor laws.
- Provide advice on organizational structure, staffing planning, succession planning, and organizational development.
- Translating future staffing needs into training, talent, and organizational policies.
- Provide advice on the impact of AI and automation on roles, skills, teams, and staffing.
- Managing based on HR KPIs and people insights, such as absenteeism, turnover, retention, recruitment cycle time, capacity, and engagement.
- Monitor the HR and personnel budget in collaboration with Finance.
- Monitoring compliance with labor laws and regulations, in collaboration with external legal partners.
- Identify opportunities for improvement and independently translate them into concrete HR projects and solutions.
Recruitment, Onboarding, and Talent
- Develop and further refine the recruitment strategy for the various countries in which Covolt operates.
- Monitoring quality, speed, and the candidate experience throughout the recruitment process.
- Strengthening Covolt's employer brand in collaboration with Marketing.
- Building a scalable recruitment process that supports international growth.
- Ensure that the practical preparations for new employees are properly handled, from contracts and paperwork to the workspace and orientation.
- Further develop a robust onboarding process that enables new employees to quickly become productive, engaged, and an integral part of the organization.
- Developing talent management and policies to support employee growth and development.
- Building a consistent employee experience—from recruitment and onboarding to development and retention.
Culture, Development & Leadership
- Safeguard, reinforce, and promote Covolt’s core values and culture.
- Ensure that the culture and work practices evolve in step with the organization’s international growth.
- Developing policies and initiatives related to employee engagement, well-being, and collaboration.
- Measuring and improving employee satisfaction, engagement, and well-being.
- Translating employee insights into concrete improvement actions.
- Developing programs and tools for leadership development and talent development.
- Advising managers on people-related issues, development, performance, and team dynamics.
- Ensure that People & Culture serves as a proactive and guiding partner for the Management Team and the organization.
International Growth
- Establishing and further developing HR processes in preparation for expansion into Belgium, Germany, and Spain.
- Translating central HR policies into a practical approach for each country, taking into account local laws, regulations, and employment conditions.
- Provide advice on international employment terms, recruitment, onboarding, and employee experience.
- Developing a People & Culture approach that can scale as Covolt continues to grow.
- Identify which HR processes, systems, and expertise are needed for the next phase of growth.
Facilities Management
- Responsible for housing, workspaces, facilities, transportation, and the broader work environment.
- Manage and further develop the mobility policy, including lease and fleet management and travel policies.
- Manage facilities contracts and suppliers, and focus on costs, quality, and service.
- Ensuring a safe, professional, and pleasant work environment.
- Ensure that the facilities organization grows in a scalable manner alongside the company’s international expansion.

You are an experienced People & Culture professional who can think strategically and take a hands-on approach. You are interested in helping an organization grow, but you don’t lose sight of day-to-day operations in the process.
You thrive in an environment where not everything is set in stone yet. You identify what’s needed, establish structure, and then take it upon yourself to ensure that plans are carried out. You’re the kind of person who doesn’t just write HR policies, but also makes sure the processes work, issues are addressed, and improvements are actually implemented.
You are independent, analytical, and decisive, yet you also know how to build relationships with employees, managers, and the executive team. You can easily shift your focus between strategic issues and practical HR matters.
You look ahead, identify the organization’s needs, and take ownership of addressing them.
In addition, you have:
- A completed relevant associate's degree program, such as Human Resource Management, Business Administration, Industrial and Organizational Psychology, or a comparable field.
- At least 7 years of experience in a broad HR or People & Culture role.
- Experience in an international and, preferably, fast-growing, entrepreneurial organization.
- Experience with HR issues across multiple countries, including labor law, employment conditions, and corporate culture.
- Experience with both strategic HR policy and day-to-day HR operations.
- Proven experience in recruitment, employer branding, and setting up and improving recruitment and onboarding processes.
- Experience with HR policy, employment terms and conditions, talent management, performance management, compensation policy, and organizational development.
- Experience with or an interest in HR administration, payroll processes, and operational HR issues.
- An interest in facilities management and creating a professional work environment.
- Strong analytical, organizational, and consulting skills.
- Excellent communication skills and the ability to interact effectively with employees and executives alike.
- An independent and decisive attitude.
- A strong sense of responsibility and a hands-on approach.
- The ability to combine structure and high standards with entrepreneurship and flexibility.
- The drive to build, improve, and implement things on your own.
- Excellent command of Dutch and English, both spoken and written.
